Request for access to administrative documents: Tesla Full Self-Driving
Dear Sir or Madam,
We are reaching out on behalf of The Dawn Project, a safety advocacy group campaigning to ensure that the software in critical safety systems is replaced with software that never fails and cannot be hacked.
Under Articles L311-1 et seq. of the Code des relations entre le public et l'administration (CRPA), I request the following administrative documents for the period 1 January 2024 to 7 October 2026:
Any and all correspondence between the Ministry responsible for Transport, including the Direction générale des infrastructures, des transports et des mobilités (DGITM), and Tesla, Inc., Tesla France SARL, or any affiliate or subsidiary (together, "Tesla") regarding the approval of Tesla's Full Self-Driving software, whether Supervised or Unsupervised, for use on roads in France. This includes but is not limited to email, text message or written correspondence between Ministry staff and Tesla employees or counsel acting on behalf of Tesla.
Any and all correspondence between the Ministry and the Direction générale de l'énergie et du climat (DGEC), the Netherlands Vehicle Authority (RDW), the European Commission, or the authorities of any other EU member state regarding Tesla's Full Self-Driving software, including any correspondence concerning the recognition of the RDW's approval in France.
Any applications Tesla has submitted, or is in the process of submitting, for approval of Full Self-Driving, whether Supervised or Unsupervised, in France, including any request for recognition of the RDW's approval, along with any correspondence regarding these applications.
Any approvals, authorisations, exemptions or decisions issued to Tesla following these applications.
I would be grateful to receive these documents in electronic format. If any part of this request is refused, please indicate the relevant grounds under Articles L311-5 and L311-6 of the CRPA and communicate the remaining parts in accordance with Article L311-7.
